What does a temporary US green card give to a Russian, a foreigner?
In certain situations, immigrants are issued a conditional green card. It is valid for 2 years and can be exchanged for a permanent one. The following categories receive a temporary certificate:

Investors.
Work visa holders.
Temporary card holders have conditional permanent resident status. Children of immigrants have a similar legal status.
IMPORTANT: The legal status of a Phone Number List conditional permanent resident does not in any way limit his rights with those citizens who have permanent status.
To change a temporary card to a permanent one, an application must be submitted in the prescribed form. For each category of citizens the form is different:
I-751 – for citizens married to a US citizen;
I-829 – for those investing in the American economy;
USCIS is for the rest.
You can apply for a permanent card within 24 months of holding a temporary certificate. But no later than 90 days before the expiration date. Otherwise, the person will lose his legal status as an immigrant.
IMPORTANT: A conditional green card cannot be reinstated.
